PUBLIC NOTICE: Community Energy Aggregation
On April 18th, at the regularly scheduled meeting of the Keansburg Borough Council, the Borough will hear from our energy consultant, Gabel Associates about Community Energy Aggregation.
Successfully implemented in municipalities throughout New Jersey, Community Energy Aggregation will allow Keansburg to shop for electricity on behalf of its residents, leveraging the combined buying power of all residential households to secure more favorable rates than those offered by JCP&L.
After a presentation to the Borough Council, Gabel Associates will be available to answer any questions that you may have.

The Borough of Keansburg is soliciting proposals for professional services to the Borough for the professional term year 2018 – 2019 commencing July 1, 2018 Proposals will be accepted for the specific professional services set forth in the Public Notice, a copy of which is attached hereto.
The REQUEST OF PROPOSAL is for the following professions:
- Bond Counsel
- Borough Attorney – Non-Retainer Hourly Work
- Borough Attorney – Special Counsel – Non-Retainer Hourly Work
- Borough Auditor
- Borough Engineer
- Labor Counsel – Non-Retainer Hourly Work
- Municipal Planner
- Municipal Prosecutors – Hourly Work
- Planning Board Attorney
- Planning Board Engineer – Both per meeting rate and non-meeting hourly rate
- Public Defender
All proposals shall be submitted to

NO later than 11:00am on Friday, June 1, 2018 local prevailing time.
All proposals for BOROUGH POSITTIONS shall be submitted as:
- One original and eight (8) copies of the proposal shall be submitted.
- No proposals shall be accepted after the specified date and time.
- Three (3) copies your firm’s standard contract, signed and ready to be executed by the Borough of Keansburg
All proposals for PLANNING BOARD POSITTIONS shall be submitted as:
- One original and eleven (11) copies of the proposal shall be submitted.
- No proposals shall be accepted after the specified date and time.
- Three (3) copies of your firm’s standard contract, signed and ready to be executed by the Borough of Keansburg
All proposals should include, at a minimum:
- The name, address and all contact information of the person or firm making the proposal
- A statement of qualifications, including all applicable professional licenses held
- A statement of experience in rendering such professional services to public entities
- References
- Proposal for compensation or a schedule of fees to be charged for such professional services
In addition:
- a Professional Services Entity Information Form
- a Mandatory Equal Employment Opportunity Notice Acknowledgement
- a copy of the applicable Business Registration Certificate
- a Non-Collusion Affidavit
- a Disclosure of Ownership Form
- an Insurance Requirement Acknowledgement Form
All forms listed above, (#1 through #6) shall be completed in their entirety.
The Governing Body of the Borough of Keansburg on the basis of the proposal deemed to be most advantageous, price and other factors considered will evaluate all proposals. The evaluation will consider:
- Experience in municipal service and reputation in the field;
- A list of all municipalities to which you or the firm currently serve or have served;
- Knowledge of the Borough of Keansburg and the subject matter to be addressed under the contract;
- Availability to accommodate any required meetings of the agency;
- Compensation proposal;
- Other factors, if determined to be in the best interest of the Borough of Keansburg and its agencies.

Bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 for the purchase of $13,628,135 Bond Anticipation Notes, Series 2019A (the “Notesâ€) of the Borough of Keansburg, in the County of Monmouth, New Jersey (the “Borough†or the “Issuerâ€). All bids will be publicly opened and announced at the office of the Borough Chief Financial Officer on Wednesday, June 5, 2019, at 11:00 a.m., prevailing local time (“Sale Dateâ€).
No telephone bids will be accepted. Bids must be received by 11:00 a.m. on the Sale Date, and may be submitted by completing the bid form attached hereto as Exhibit A and submitting to the mailing address, email address and/or fax number shown on said bid form.
