Due to a water main break at the corner of Beachway and Carr Ave, residents within the vicinity of Center Ave, Highland Ave, Beachway Ave and Carr Ave may experience an interruption of water service for the next few hours. The Borough of Keansburg is soliciting proposals for professional services to the Borough for the professional term year 2024 – 2025 commencing July 1, 2024   Proposals will be accepted for the specific professional services set forth in the Public Notice, a copy of which is attached hereto.

The REQUEST OF PROPOSAL is for the following professions:

  • Bond Counsel
  • Borough Attorney – Non-Retainer Hourly Work
  • Borough Attorney – Property Tax Matters
  • Borough Attorney – Special Counsel – Labor
  • Borough Attorney – Special Counsel – Non-Retainer Hourly Work
  • Borough Attorney – Special Counsel – Redevelopment
  • Borough Attorney – Special Counsel – Grandview Redevelopment
  • Borough Auditor
  • Borough Engineer
  • Financial Advisor
  • Municipal Planner
  • Municipal Prosecutors – Hourly Work – (Shall include Substitute Prosecutor)
  • Planning Board Attorney
  • Planning Board Engineer
  • Public Defender

All proposals shall be submitted to

NO later than 11:00 a.m. on Thursday, June 20, 2024 local prevailing time.

All proposals for ALL BOROUGH POSITTIONS shall be submitted as:

  • One (1) original, hard copy document of the proposal shall be submitted by Thursday, June 20, 2024NO later than 11:00 a.m. on Thursday, June 20, 2024 local prevailing time.
    • No original proposals shall be accepted after the specified date and time.
  • One (1) electronic copy shall be submitted AFTER midnight on Friday, June 21, 2024 and received no later then by the end of business day on Friday, June 21, 2024, 4:00 pm, local prevailing time.
  • Three (3) copies your firm’s standard contract, SIGNED and ready to be executed by the Borough of Keansburg

 All proposals should include, at a minimum:

  • The name, address and all contact information of the person or firm making the proposal
  • A statement of qualifications, including all applicable professional licenses held
  • A statement of experience in rendering such professional services to public entities
  • References
  • Proposal for compensation or a schedule of fees to be charged for such professional services

In addition:

  1. a Professional Services Entity Information Form
  2. a Mandatory Equal Employment Opportunity Notice Acknowledgement
  3. a copy of the applicable New Jersey Business Registration Certificate
  4. a Non-Collusion Affidavit
  5. a Disclosure of Ownership Form
  6. an Insurance Requirement Acknowledgement Form

All forms listed above, (#1 through #6) shall be completed in their entirety.

The Governing Body of the Borough of Keansburg on the basis of the proposal deemed to be most advantageous, price and other factors considered will evaluate all proposals.  The evaluation will consider:

  1. Experience in municipal service and reputation in the field;
  2. A list of all municipalities to which you or the firm currently serve or have served;
  3. Knowledge of the Borough of Keansburg and the subject matter to be addressed under the contract;
  4. Availability to accommodate any required meetings of the agency;
  5. Compensation proposal;
  6. Other factors, if determined to be in the best interest of the Borough of Keansburg and its agencies.

VIRTUAL MEETINGS – Raritan Bay Feasibilty Study (UPDATED with access information)

Public meeting invitation and request for scoping comments for the Raritan Bay and Sandy Hook Bay, NJ Coastal Storm Risk Management Feasibility Study

The U.S. Army Corps of Engineers (USACE) and the New Jersey Department of Environmental Protection (NJDEP) announce the initiation of the Raritan Bay and Sandy Hook Bay, NJ Coastal Storm Risk Management (CSRM) Feasibility Study and invite the public to attend a virtual public scoping meeting on Tuesday, 21 February 2023, from 4:00 to 5:00 p.m. and Friday, 24 February 2023, from 3:00 p.m. to 4:00 p.m.

The format of the meeting will be an informal open-house, where the public can attend at any time during the virtual hours.  We also anticipate hosting in-person open house NEPA scoping meeting(s) in March/April 2023 which we invite you and the public to attend; specific date(s) and location(s) are to be decided but we will provide this meeting information as soon as possible.

General information on the study will be provided and staff from the USACE and NJDEP will be available to answer questions.  The study will focus on measures including, but not limited to, beach renourishment, dune and beachfill profile changes, potential structural and non-structural measures to reduce risk of damages from coastal storm events, including hurricanes and nor’easters, and modifications to the existing project to provide improved erosion control and storm damage prevention in the project area.

The purpose of the meetings is to provide the public an opportunity to learn more about the study and to solicit the public’s help in identifying issues, alternatives, and potentially significant impacts to be considered in the analysis.  The USACE plans to prepare a National Environmental Policy Act document that will assess the impacts of the proposed project.

Specification Documents are on file in the Office of the Municipal Clerk, Borough of Keansburg, 29 Church Street, Keansburg, New Jersey 07734 and may be inspected by prospective bidders during business hours.  Bidders will be furnished with a copy of the Specification Documents by the Borough Clerk upon proper notice.  The Specification Documents will also be available for review on the Borough of Keansburg website:  www.keansburgnj.gov .

Proposals must be made on the Standard Proposal Forms in a manner designated in the Specification Documents, must be enclosed in sealed envelope bearing the name and address of the bidder and the name of the work on the outside: “BID FOR LEASE AGREEMENT BEACH PAVILION, delivered to the Municipal Clerk’s Office, Keansburg Borough Hall, 29 Church Street, Keansburg, New Jersey 07734, no later then Wednesday, March 29, 2023 at 11:00 am local prevailing time

The Borough of Keansburg reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily supplied goods and/or services of the nature required before furnishing proposal forms or specifications, or before awarding the contract.

The right is also reserved to reject any or all bids or to wave any informality where such informality is not detrimental to the best interest of the Borough of Keansburg.

Bidders are required to comply with the current requirements of P.L. 1975, c127 NJAC 17:27 (Affirmative Action) and P.L. 1977, c.33 (Disclosure of Ownership).  The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964.

Bidders are required to comply with the requirements of P.L. 2004, C.57 (Business Registration).  A copy of the bidder’s Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue must be submitted with the proposal.
